MOOV vs Halo Solutions
Halo runs the control room. MOOV draws the site it sits in.
Halo Solutions is the most serious operations platform on this list and we are not going to pretend otherwise. Real-time tracking of incidents, resources and response teams, CAD overlays and geofences, public reporting by QR code with location, a separate dashboard per agency through HaloFusion, and post-event analytics through HaloInsights. Their published clients include Silverstone Circuit and Luton Carnival.
They map too — CAD overlays, geofences and zones are in their own material, so this is not a planning-versus-operations story and we are not going to frame it as one. The difference is who it is sold to. Halo is an enterprise platform bought through a sales cycle for events with a staffed control room. MOOV is the same day at a published price, bought by the person running the event.

The honest answer
For a large festival with a staffed control room and multiple agencies, Halo does things MOOV does not — public reporting and per-agency dashboards among them. If you are that event, talk to them. MOOV's case is the event one size down: the same map, planned and run, at a price on a page rather than a quote.
